Update regarding weapon permits and ammo...

Since it's really not practical to enforce any sort of ammo restriction, all current and future weapon applications should be decided upon the judgement that they can therefore will be loaded with lethal munitions, even if that is not their intention.

So for example:
If you apply for a Mateba, just because you want rubber bullets doesn't make your gun any less overpowered, and so you'll probably get denied without a really good IC reason to back it up.
Likewise, if you want an energy pistol, we assume you'll use its lethal mode if it's available and necessary.
On the other hand, if you apply for a taser, that can only fire taser bolts.

Energy weapons that are "locked" to the station alert level (e.g. guns that can only fire lethally when the alert level is raised to blue/red/delta) will be given separate consideration due to their unique situation within the weapons roster.
